摘　要：

习近平在领导新时代中国特色社会主义生态治理的伟大实践过程中，坚持把马克思主义关于人与自然关系的理论与中国生态治理的具体实际相结合，创造性地转换和吸取了中华优秀传统文化中的生态智慧，从而提出了生态价值观引领、技术创新驱动、生态治理制度体系保障、参与全球治理系统整全的社会主义生态治理观。这种生态治理观具有鲜明的环境正义价值取向。其国内环境正义意蕴主要体现在：保护生态环境，保障人民绿色福祉，促进和维护人民的环境人权；落实生态治理制度体系，维护和促进国内环境正义；通过建立生态补偿制度来实现区域环境正义；采取切实举措，助力实现城乡环境正义；保护生态环境，造福子孙后代，以便实现代际正义。其国际环境正义意蕴主要体现在：推动构建人类命运   共同体。人类命运共同体是通过全球生态治理实现人与自然和谐相处目标的必然要求，是全   球生态治理上践行“共同但有区别的责任”原则、促进和维护国际环境正义的最佳选择，是世界各国人民共商共建共享、促进和维护国际环境正义的最佳方案。以其为基础的生态治理方案既是习近平对全球生态治理给出的中国方案，也是他对国际环境正义贡献的中国智慧。

 

The Implication of Environmental Justice in Xi Jinping’s Outlook on Ecological Governance

Abstract  In the process of leading the great practice of socialist ecological governance with Chinese characteristics, Xi Jinping insists on combining Marxist theory of the relationship between man and nature with the concrete reality of China’s ecological governance, creatively transforms and absorbs the ecological wisdom of Chinese excellent traditional culture, and puts forward the socialist ecological governance outlook, which is led by ecological values, driven by technological innovation, guaranteed by ecological governance system, and involved in global governance. This outlook on ecological governance has a distinct value orientation of environmental justice. The implication of domestic environmental justice in Xi Jinping’s outlook on ecological governance is mainly embodied in: protecting the ecological environment, safeguarding people’s green well- being and promoting and maintaining people’s environmental human rights; implementing the system of eco- logical governance and safeguarding and promoting domestic environmental justice; protecting the ecological environment for the benefit of future generations in order to achieve intergenerational justice. The implication of international environmental justice in Xi Jinping’s outlook on ecological governance is mainly reflected in the promotion of the construction of human destiny community, which is the inevitable requirement to realize the goal of harmonious coexistence between man and nature through global ecological governance, and is the best choice for promoting and maintaining international environmental justice by practicing the principle of “common but differential responsibilities” in global ecological governance and the best solution for people all over the world to build, share, promote and maintain international environmental justice. The ecological governance program based on socialist ecological governance is not only China plan for global ecological governance put forward by Xi Jinping, but also Chinese wisdom of international environmental justice contributed by Xi Jinping.
