摘 要:

《深化新时代教育评价改革总体方案》是新中国历史上第一部教育评价改革的专门性政策方案,开启了中国教育评价改革新征程。该方案以四个评价为战略引领,坚持“立德树人”的根本价值导向,着力构建具有中国特色世界水平的评价体系,但具体实施中面临教育评价理论支撑不足、教育评价部门化现象突出、具有高度社会敏感性、高度依赖社会环境等困境。发挥科研的支撑引领作用、运用系统思维整合部门评价、打造政府市场联合政策供给机制、构建社会支持机制等措施是推动当前教育评价改革的重要策略,这对构建具有中国特色教育评价体系、引导教育科学发展、推进社会主义强国建设和实现中华民族伟大复兴具有重大意义。   

 

Research on Implementation Difficulties and Promotion Strategies Of Educational Evaluation Reform Policy in New Era

Abstract "The Overall Plan for Deepening the Reform of Educational Evaluation in New Era" is the  first educational evaluation reform policy in the history of the People’ s Republic of China, starting a new journey of educational evaluation reform. The "Overall Plan" takes the "four evaluations" as the strategic guidance, adheres to the fundamental value orientation of "fostering virtue in education", and strives to build a world-class evaluation system with Chinese characteristics. However, the implementation of policies have encountered such obstacles as the insufficient theoretical and technical support of educational evaluation, the prominent phenomenon of departmentalization of educational evaluation, the complex public interests involved in educational evaluation reform, and the integration of educational evaluation reform and social is‐ sues. Therefore, we must make full use of the supporting and leading role of scientific research, employ systematic thinking to integrate departmental evaluation, create a market-oriented policy supply mechanism, and build a social support mechanism so as to promote educational evaluation reform. These measures are of great significance to reshape the educational evaluation system, guide the scientific and rational development of education, and promote the construction of a strong socialist country and the great rejuvenation of the Chinese nation.
